    Job Summary: 

    The Programs Manager supports the Head of International Offices in strengthening local programs teams, ensuring quality strategic plans align with Baitulmaal’s ambitions, and fostering high-performing teams. Acting as the liaison between headquarters and local staff requires strong leadership, results-driven focus, and collaborative relationship-building. The ideal candidate brings extensive experience in international relief and development, with expertise in strategy development, program quality, accountability, partnerships, change leadership, staff development, and teamwork. The position is central to ensuring compliance with Baitulmaal policies and achieving impactful, coordinated humanitarian outcomes.

    Key Responsibilities:

    • Helping the Head of International Offices develop the policies and procedures that organize the international office’s department.
    • Provide local program teams vision, direction, and motivation through an observable and passionate commitment to vulnerable groups’ rights.
    • Build and maintain high-performing country program teams that deliver against Baitulmaal’s strategic goals and measures while demonstrating behaviors consistent with Baitulmaal’s values and behaviors.
    • Develop a growth strategy for Baitulmaal’s International Programs in coordination with headquarters and country offices.
    • Endorse each country’s profile, strategic plan, and annual budget plan, ensuring they are fully implemented and aligned with the global strategy.
    • Organize project assessments and follow-ups to track impact on beneficiaries to ensure that country offices demonstrate that Baitulmaal standards of quality are being achieved and operate consistently within Baitulmaal’s key policies and procedures, including programming, influencing, brand, risk management, HR, finance, and cash management.
    • Coordinate creative accountability and learning activities and seek opportunities to share this learning beyond the sub-region.
    • Lead the development of and implement standard operating procedures and contingency plans for emergency response.
    • Represent Baitulmaal with the relevant government entities if needed.
    • Build constructive relationships with NGOs, UN agencies, INGOs representatives, and current/potential donors.
    • Ensure that Country Offices have a robust grant acquisition strategy and support Country Directors in achieving their agreed annual revenue, cost, and efficiency targets.
    • Helping in developing an ambitious plan to expand into other regions.
    • Other duties as needed.

    Qualifications and Skills:

    • Experience & Knowledge:
      • In-depth understanding of humanitarian and development trends, especially in East Africa.
      • Expertise in project design, including innovative, multisectoral, and complex emergency programs.
      • Proven ability to recruit, manage, mentor, and empower local and international teams.
      • Strong budgetary control, grant management, and resource mobilization skills, with experience engaging institutional donors.
      • Experience working across multiple countries, conflict zones, and climate-impacted regions like South Asia and East Africa.
      • Over seven years of experience in international organizations, including at least five years in senior leadership roles
    • Education:
    • Master’s degree in Social Sciences, Sustainable Development, or a related field. Education in innovation and charity work management is an advantage.
    • Communication:
    • Fluency in English is required; Arabic proficiency is an advantage.
    • Excellent verbal and written communication skills, with strong attention to detail.
    • Technical Skills:
    • Proficiency in Microsoft Office, Google Suite, and program management platforms.
    • Preferred Experience:
    • Expertise in WASH, medical aid, poverty alleviation, hunger relief, orphan support, and child labor eradication.
    • Experience in emergency, conflict, post-conflict, or post-disaster settings, as well as cross-border and remote management.
    • Director-level experience and infrastructure development expertise are highly desirable.
