Job Summary:
We are seeking a dedicated and skilled MEAL Officer to support the organization’s international humanitarian programs by ensuring robust monitoring, evaluation, and learning frameworks are in place. The MEAL Officer is responsible for developing, implementing, and managing systems and processes that monitor program performance, measure impact, and generate learning to improve humanitarian relief efforts. This position is critical in ensuring that Baitulmaal’s programs are efficient, accountable, and responsive to the needs of the communities we serve. The MEAL Officer will work closely with program teams, partners, and stakeholders to integrate monitoring and evaluation activities into all stages of the project cycle.
Key Responsibilities:

Monitoring & Evaluation
- Develop and implement MEAL frameworks and tools tailored to specific projects and programs.
- Oversee the collection, analysis, and reporting of quantitative and qualitative data to assess program performance.
- Establish key performance indicators (KPIs) and ensure systematic tracking of project outcomes.
- Conduct field visits to monitor program implementation, verify data, and provide capacity-building support to field staff.

Assessment & Research
- Coordinate needs assessments and baseline surveys to inform program design and planning.
- Lead mid-term and end-line evaluations to measure program impact and effectiveness.
- Prepare detailed analytical reports, including findings, lessons learned, and actionable recommendations.

Learning & Capacity Building
- Develop and facilitate learning sessions and workshops for staff and partners to share insights and improve program quality.
- Ensure lessons learned and best practices are documented, shared, and incorporated into future program designs.
- Promote a culture of continuous learning and accountability within the organization.

Accountability & Compliance
- Implement mechanisms to ensure feedback and complaints from beneficiaries are collected, addressed, and used to improve programs.
- Ensure that MEAL practices adhere to donor requirements, international humanitarian standards, and organizational policies.
- Support data-driven decision-making by producing dashboards, infographics, and presentations for internal and external stakeholders.
Qualifications and Skills:
- Education & Experience:
- Bachelor’s degree in a relevant field (e.g., International Development, Statistics, Social Sciences). Master’s degree preferred.
- At least 3-5 years of experience in humanitarian or development sector MEAL roles.
- Proven experience with project monitoring, evaluations, and participatory assessment methodologies.
- Communication:
- Fluency in English is required; Arabic proficiency is an advantage.
- Excellent verbal and written communication skills, with strong attention to detail.
- Technical Skills:
- Strong knowledge of MEAL tools, methodologies, and frameworks (e.g., log frames, Theory of Change).
- Proficiency in data collection and analysis tools such as SPSS, R, Excel, or similar software.
- Experience with digital data collection platforms like KoboToolbox, CommCare, or similar.
- Core Competencies:
- Excellent analytical and problem-solving skills.
- Strong communication and writing skills, with the ability to produce clear and concise reports.
- High cultural sensitivity and the ability to work in diverse, multicultural environments.
- Fluency in English is required; proficiency in Arabic or other relevant languages is a plus.
