Role Overview

The Director of Programs Division at Baitulmaal oversees the development, implementation, and evaluation of humanitarian aid programs both globally and within the United States. This role requires strategic leadership, program management expertise, and the ability to foster partnerships to maximize impact.  

Key Responsibilities

Strategic Leadership & Planning:

  • Develop and implement comprehensive strategies for international and domestic programs.  
  • Coordinate the development of needs assessments to identify priority areas for intervention.  
  •  Align programs’ goals with Baitulmaal’s mission and donor expectations.  

Program Oversight & Execution:

  •  Supervise the design, execution, and evaluation of humanitarian aid projects.  
  •  Ensure programs meet quality standards, sustainability goals, and impact targets.  
  • Troubleshoot operational challenges and provide solutions to field teams.  

Stakeholder & Partnership Management:

  • Build and maintain relationships with donors, government agencies, and national and international partner organizations.  
  • Represent Baitulmaal in global forums, conferences, and policy discussions.  
  • Negotiate agreements and collaborations with external stakeholders.  

Financial & Resource Management:  

  • Oversee program budgets, ensuring efficient allocation of resources.  
  • Monitor financial performance and ensure compliance with donor requirements.  
  • Identify funding opportunities and lead grant proposal development.  

Compliance & Risk Management:  

  •  Ensure programs adhere to international regulations, ethical standards, and BM policies.  
  • Develop risk mitigation strategies for political, environmental, and operational challenges.  
  • Coordinate the execution of audits and evaluations to ensure transparency and accountability.  

Capacity Building & Team Development: 

  • Mentor and support program managers and field teams.  
  • Develop training programs to enhance staff skills in project management, monitoring, and evaluation.  
  • Foster a culture of innovation and continuous learning within the division.  

Monitoring, Evaluation & Impact Assessment: 

  • Establish key performance indicators (KPIs) to measure program success.  
  •  Lead data collection and analysis efforts to assess program impact.  
  •  Prepare detailed reports for senior leadership and external stakeholders.  

Fundraising & Advocacy: 

  • Develop institutional fundraising strategies to secure grants and sponsorships.  
  • Advocate for policy changes and international development priorities.  
  • Engage with media and public relations efforts to promote program achievements.  

Qualifications and Skills

  • Master’s degree in International Development, Public Policy, or a related field.  
  • Extensive experience in programs management (emergency and development programs) within an international NGO.  
  • Strong leadership, negotiation, and problem-solving skills.  
  • Expertise in financial management and institutions donor relations.  
  • Knowledge of global development trends and cross-cultural collaboration.  
  • Ability to manage diverse teams in different time zones
  • Ability to manage multiple programs across different regions.  
  • Proficiency in multiple languages is an asset.
